Luoyang is a mission found in Emperor: Rise of the Middle Kingdom.

Briefing[]

Even before the death of Emperor Gaozong eight years ago, the word of Wu Zetian, his wife, held sway. Since then, the Empress has wisely guided her emperor sons, deftly managing each like a hand puppet. Now, after refusing the throne thrice, Ruizong has abdicated in favor of his shrewd and cunning mother. Thus, our exalted Empress no longer hides her authority behind a curtain; unfettered by strings, she now reigns supreme over the doings of the Imperial Tang court at Chang-an. As Chief Municipal Minister of the Empire, our Heavenly Empress has placed you in charge of building a second capital at Luoyang. Capital cities have been built previously near this site, but no former ones were as great as the new Luoyang will surely be. The Sage Mother, China's first woman to sit on the Imperial throne, has also appointed you to oversee construction of a beautiful Temple Complex. Should you find a restful moment, she would also like for you to procure a handful of exotic animals from the far reaches of the Empire. In this way, she can better understand the marvels and vastness of her greater estate without having to travel to its four distant corners. Finally, to make the city's elite wards even more pleasurable, large and exquisite Private Gardens can be built to beautify your city. No doubt the city's well-to-do citizens will appreciate having one of these elegant parks near their Siheyuans.

Summary[]

In this mission, you have been tasked in building a second capital city for the Tang Dynasty.

The goals of this mission are quite distinct: build a large city, as well as a monument and capture animals. These might seem easy, but the map size is pretty small, which leaves very limited space to build everything you need. Coastline is plentiful, though space for farms and a military is limited. You need to plan this city so that you can expand it for the monument and the elite housing goals, as these are going to require a substantial number of workers.

An early priority is to make some money from selling Silk to neighbours so that you can build a military and Steel industries. Niya, your new city along the Silk Road, will open trade with you early on and will also ally with you. However, they will need weapons and troops from your city and failure to provide troops will result in the loss of the city and a useful trade partner for the remainder of the dynasty.

The land space across the river, where all the needed Iron Ore is located, is a good place for building the monument and constructing an Elite Housing block. You will need to import the Lacquerware required, as well as large amounts of Tea, from trade partners, as neither can be produced in this city. The low trade quotas combine to make this mission more challenging, so multiple trade partners will be needed.

Don't forget that you will need a Palace to hold the required animals: there are two animals already on this map, which can be used to gain the other three. Once the monument is complete, you should already have closed on the other goals, allowing you to have completed the construction of the second capital!
