Pingyao is a mission found in Emperor: Rise of the Middle Kingdom.
Emperor Taizu has departed to join the ancestors. Following his mother's wishes, our great leader has left his dynasty in the capable hands of Taizong, his younger brother. Taizong's wish is to finish the work of his older brother, bringing the last two holdouts into the fold of the newly formed Song dynasty.
The first goal will to be to regain the kingdom of Wu Yue, centered in Lin'an on the southeastern coast of China. Wu Yue assisted Taizu in his previous campaigns against the Southern Tang, leaving them weak and ripe for plucking. We believe they will surrender quickly if confronted with a major military force.
After Lin'an has joined the fold, the road becomes more treacherous. Therefore, Taizong has selected you, General Pan Mei, to return to your outpost at Pingyao. Lying on the borders of the Northern Han state, it is a perilous locale. The Northern Han will not want us to strengthen our position so close to their capital of Jinyang. And yet, it is exactly what we must do, for a strong military camp there will be a springboard for a move northward against Jinyang, your ultimate target.
Tread softly though, noble General, for a new power is emerging on the steppe. Out of the Manchurian Plain rise the nomadic Khitan, yet another barbarian threat to our civilized culture. Our spies report that emissaries have left Jinyang to enlist the aid of the Khitan. If this report is indeed true, your mission to bring Lin'an and Jinyang into the Empire becomes even more dangerous than anticipated.

The main goal of this mission is to conquer the cities of Jinyang and Lin'an, while producing some stone. The stone goal is ridiculously easy to reach, as two Stoneworks will produce the required amount after an initial digging phase, so can be left until the end of the mission.
To conquer Jinyang and Lin'an will need some decent military force in the city. Your quest in doing this is hampered by the fact that the Liao Empire will invade your city within two years if you don't develop any military forces as soon as possible. Building up a military to deal with early threats to the city is important, but making money is also important due to the lack of starting funds: your only chief export will be Carved Jade at the beginning, but you'll eventually be able to branch into Lacquerware, Steel and weapons exports by the end of the mission.
Jinyang and Lin'an will send spies against your city, so you'll need to be vigilant. You'll almost certainly need to call Sun Tzu at some point to eradicate the issue, but they will most likely attack your military industry, which should be disconnected from the remainder of the city.
Evolving your housing will be difficult. You can only grow two food types and hunt, necessitating the need to import multiple food types from your allies. Ceramics must be imported from the new capital of Kaifeng, but is made harder by the extremely limited amounts that are available to the city, so keeping it small and not having too many people needing access to this commodity will help in the long run.
If you are struggling for cash, then look at conquering the city of Lin'an first. They are one of the most profitable trading partners in this campaign, buying 84 units of items (36 lacquerware vessels, 24 jade carvings and 24 racks of weapons) and will easily get you out of any debt crisis you may be suffering. They do not build up a substantive military force, so they can be conquered with relative ease and opened without troubles.
There are some requests in this mission to Kaifeng, but these don't come until much later into the mission, around about 990 and 992 CE respectively. If you are quick, you should be able to complete the mission before these requests come around.
Once Jinyang and Lin'an have been returned to the fold, you should only need to worry about meeting the stone goal. As mentioned earlier, you should have no difficulty reaching the stone goal with just two Stoneworks providing all that is needed. Once the goals are completed, China can fully be considered reunited!
